When's the Right Age to Start Wearing Makeup?

Seeing pictures makes me want to run toward them with a wad of cotton rounds in one hand and a jumbo bottle of eye makeup remover in the other. I mean, what a little girl wears that much makeup? Doesn't that make for a rather high-maintenance lifestyle?
